The FX rates client

The billing service converts every invoice to euros when it is issued. It runs on 4 Kubernetes pods (limit: 512 MB each), which only restart at the next deployment, every one to two weeks.

At month end it issues ~40 invoices per second. The FX provider bills every call and cuts bursts off, so the team asked to deduplicate concurrent calls.
